9 <br /> ORDINANCE NO. <br /> AN ORDINANCE amending Ordinance No. 2021-94, as amended, and adopting the 2006 <br /> Downtown Plan as a sub-area plan of the Growth Management Comprehensive Plan for the City <br /> of Everett, as set forth in Exhibit 1, and Amending the Land Use Map, as set forth in Exhibit 2 <br /> WHEREAS,the Growth Management Act in RCW 36.70A.080(2)permits cities to provide for <br /> optional elements to be incorporated in their comprehensive plans, and where appropriate the <br /> adoption and inclusion of sub-area plans which are consistent with the comprehensive plan; and <br /> WHEREAS,we, the City Council, directed staff to prepare a sub-area plan for the City's <br /> downtown area to comprehensively address a number of issues, including building heights and <br /> view impacts, permitted uses, parking demand and supply, building design and redevelopment in <br /> the central business district and the downtown area; and <br /> WHEREAS, the City hired consultants to assist the city in the preparation of a Downtown Plan <br /> addressing these issues; and <br /> WHEREAS, the City's consultants have conducted extensive research on economic data and <br /> projections, demographic trends, transportation system improvements, pedestrian activity, visual <br /> qualities and urban design characteristics, on-street and off-street parking utilization, current land <br /> uses, redevelopment potential, connections to surrounding neighborhoods, building type <br /> economic feasibility studies, transit operations, open space needs,historic buildings and the <br /> experience of other cities' downtown redevelopment strategies; and <br /> WHEREAS, the City has conducted an extensive public participation process, including eight <br /> public workshops held by the Planning Commission in which staff, consultants and the <br /> Commission sought and obtained public input and testimony on the downtown vision, the plan <br /> concepts, proposed design guidelines and development standards, streetscape standards, parking <br /> management and transportation strategies and proposed rezones; and <br /> WHEREAS, the City has encouraged public participation with additional presentations to <br /> neighborhoods, business and civic groups; extensive mailings, frequent postings on the City's <br /> Planning and Community Development Department website; and <br /> 1 <br /> 36 <br />
