9 <br /> WHEREAS,the City has reviewed the environmental impacts of the Downtown Plan pursuant <br /> to the State Environmental Policy Act (SEPA), with an Addendum to Draft and Final <br /> Environmental Impact Statement for the Everett Growth Management Comprehensive Plan-1994 <br /> and the Supplemental EIS for the 2005 10-Year Update of the comprehensive plan; and <br /> WHEREAS, the proposed downtown plan and implementing amendments to the text and maps <br /> of the comprehensive plan are consistent with the policies of the City of Everett Growth <br /> management Comprehensive Plan; and <br /> WHEREAS,the land use designation changes proposed by the downtown plan promote a more <br /> desirable land use pattern for the Everett community by accommodating projected job and <br /> population growth for the downtown, encouraging mixed use, improved development standards <br /> and design guidelines; and <br /> WHEREAS, the vision contained in the downtown plan is consistent with the Vision 2020 <br /> regional growth and transportation strategy as it reinforces downtown Everett's roe as a <br /> metropolitan center within the Puget Sound region; and <br /> WHEREAS,the Planning Commission has recommended to the City Council the Adoption of <br /> the Downtown Plan; and <br /> WHEREAS,the City Council has conducted a public workshop and a public hearing to review <br /> the recommendations of the Planning Commission and to take additional public testimony; and <br /> WHEREAS,the City Council finds that the Downtown Plan provides for the orderly <br /> accommodation of growth in Downtown Everett and promotes the best long term interests of the <br /> Everett community; and <br /> WHEREAS, notice of all amendments to the comprehensive plan and development regulations <br /> to be adopted to fulfill the requirements of RCW 36.70A.130 was sent to the Washington State <br /> Department of Community, Trade, and Economic Development at least sixty days before the <br /> amendments are to be adopted, in accordance with RCW 36.70A.106. <br /> WHEREAS, the City Council will amend the various development regulations of the City as <br /> necessary to implement the policies and land use designations of Downtown Plan; and <br /> WHEREAS, the city will continue to monitor the growth occurring under the Downtown Plan <br /> and will periodically review and update the plan to make adjustments as needed to respond to <br /> changing circumstances and to ensure that growth in the community is of a desirable character <br /> and occurs in an orderly manner; and <br /> WHEREAS, the City Council finds that the proposed amendments to the policies of the <br /> Comprehensive Plan are: <br /> 2 <br /> 37 <br />
