3 <br /> is recommended to be changed to: <br /> Department of Parks and Recreation— Director. <br /> There shall be a department of parks and recreation, the head of which shall be the <br /> director of parks and recreation, who shall have responsibility for the management and <br /> control of the park and recreation system of the city. Such director shall appoint under <br /> civil service laws and rules, supervise and control all employees in the department of <br /> parks and recreation, and he shall have such further powers and perform such other <br /> duties as may be prescribed by ordinance. The director of parks and recreation shall be <br /> appointed by the mayor, subject to confirmation by a majority of the city council, for-a <br /> term of four(4)y ars, and he may be removed by the mayor subject to like confirmation. <br /> PROPOSITION #5 <br /> Shall Everett City Charter Section 4.8 requiring a four year term for the Park Director be <br /> changed to provide for an indefinite term subject to appointment by the mayor and confirmed by <br /> City Council? <br /> CHARTER CHANGE YES ❑ <br /> CHARTER CHANGE NO ❑ <br /> Section 8: Change to Section 4.12. Section 4.12 of the Everett City Charter <br /> which reads as follows: <br /> Officers and Employees Not to be Interested in Contracts. <br /> No officer or employee of the city shall solicit or receive any pay, commission, <br /> money or thing of value, or derive any benefit, profit or advantage, directly or indirectly, <br /> from or by reason of any improvement, alteration or repair required by authority of the <br /> city, or any contract to which the city shall be a party, except his lawful compensation or <br /> salary as such officer or employee. No officer or employee of the city except as otherwise <br /> provided in this charter, shall solicit, accept or receive, directly or indirectly, from any <br /> public service corporation, or the owner of any public utility franchise in this city, any <br /> pass, frank, free ticket, or any other service upon terms more favorable than those <br /> granted to the public generally. A violation of any of the provisions of this section shall <br /> result in discipline to the offender where, in the opinion of the mayor in the case of <br /> employees or in the opinion of a majority of the council in the case of an elected official, <br /> such discipline is necessary in the interest of the public and good government.
