EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET 8
PROJECT TITLE:
Call for Bids for Construction X Consent COUNCIL BILL #
of New Disinfection Facility at Action Originating Department PW-Utilities
the Water Filtration Plant First Reading Contact Person John McClellan
Second Reading Phone Number 8201
Third Reading FOR AGENDA OF August 2, 2006
Public Hearing
Initialed by: \.-^
Department Head
CAA
Council President
Location Preceding Action Attachments Department(s) Approval
Water Filter Plant Consultant Design Advertisement for Bids PW-Utilities
Contract
Amount Budgeted $4,000,000
Expenditure Required $500 Account Number(s): UP-3193-1
Budget Remaining
Additional Required $0
DETAILED SUMMARY STATEMENT:
The 2002 Water Filtration Plant (WFP) Facilities Plan outlined project recommendations to maintain and
improve operations at the plant. Recommended projects include construction of a new disinfection facility to
replace the existing chlorine building (constructed circa 1967). The chlorine building and associated
equipment have exceeded their design life and generate increasing maintenance demands on a limited staff,
system demands on plant capacity are increasing, and higher risks and administrative costs associated with
the compressed gaseous chlorine system could be reduced. A new primary disinfection facility has been
designed to address these issues. The new facility will use liquid sodium hypochlorite as the disinfectant,
which will improve plant safety and help streamline the administrative burden of chemical management at
the plant. The plant is designed to account for anticipated future production demands on the plant.
RECOMMENDATION (Exact action requested of Council):
Authorize a call for bids for construction of the Water Filtration Plant's new disinfection facility.
21
