A. Existing Boat Wash Shed <br />It is an existing structure and the proposed alterations and <br />repair would allow the applicant to make better use of the <br />structure. Appropriate methods of floodproofing must be <br />utilized per Federal Flood Insurance Regulations to provide <br />protection from flood damage. <br />B. New Temporary Boat Display Shed <br />The structure will be open on all sides with no electrical c <br />plumbing facilities so inundation by flood waters should not <br />cause any damage or obstruct flood flows. <br />2. That such variance is necessary for the preservation and enjoyment of <br />a substantial property right of the appellant possessed by the owners <br />of other properties in the same vicinity or zone. <br />Finding: <br />A. Existing Boat Wash Shed <br />Other property owners in the area are able to use their <br />existing structures even though located at an elevation lower <br />than the projected 100 year flood water level. It should not <br />be necessary for this building to be raised in order to proceed <br />with minimal alteration work. Substantial improvements to the <br />total structure are not being proposed. <br />B. New Temporary Boat Display Shed <br />Other variances have been granted to allow structures to be <br />constructed below the regulatory flood elevation where the type <br />of building and proposed use of the building is such that a <br />lesser d gree of floodproofing may be an appropriate flood <br />damage protection technique. <br />Conclusion: Granting the variance will allow the applicant a right <br />possessed by others in the flood fringe. <br />3. That the authorization of such variance will not be materially <br />detrimental to the public welfare or injurious to property in the <br />vicinity or zone in which the property is located. <br />Findin : Other City departments had no adverse comments. Other <br />property in the area will not be damaged in either a practical or <br />aesthetic sense by the proposed construction. <br />The applicant must obtain a Shoreline Substantial Development permit <br />and undergo environmental review as part of that process in addition <br />to complying with the National Flood Insurance Program (NFIP) <br />Regulations. (See Exhibit i4.) <br />Issuance of the Shoreline Permit will be based on conditions <br />requiring compliance with the Shoreline Master Program, Zoning Code, <br />National Flood Insurance Protection (NFIP) Regulations and Public <br />Works requirements (see Exhibit 'I). <br />Conclusion: Granting the variance should not be injurious or <br />detrimental to anyone in the vicinity or zone. <br />—3— <br />
