Prior to issuance of a certificate occupancy, a letter from the wetland biologist <br />shall be submitted to the City stating the mitigation has been completed according to the approved <br />mitigation plan. <br />3. Prior to issuance of a building permit, the applicant shall provide the City either in the form of a letter <br />or permit from the Snohomish County Health District, that indicates the District's approval of <br />proposed restroom/sanitation facilities. <br />The lead agency for this proposal has determined that it does not have a probable significant adverse <br />impact on the environment. An Environmental Impact Statement is not required under RCW <br />43.21 C.030(2)(c). This determination assumes compliance with State law and City ordinances related to <br />general environmental protection including but not limited to right-of-way improvement requirements, <br />drainage, etc. This decision was made after review of a completed environmental checklist and other <br />information on file with the lead agency. This information is available to the public on request.
