Dust generated during construction of the facility can be <br /> controlled by wetting those dust sources such as areas of exposed soils, <br /> washing truck wheels before they leave the site, and installing and <br /> maintaining gravel construction entrances. Construction vehicle <br /> track-out is also a major dust source. Any evidence of track-out can <br /> trigger violations and fines from the Department of Ecology or the Puget ,. <br /> Sound Air Pollution Control Agency. <br /> 27. A permit is required from the Snohomish County Health District for the <br /> installation and operation of an on-site holding tank. If no permit is <br /> granted, the Applicant must provide alternatives before use of the. <br /> property. <br /> 28. If at least fifty percent of the wood waste at the loading facility is <br /> not recycled in three years, or any original material remains on site <br /> for more than five years, the facility will be subject to Snohomish <br /> County Health District solid waste permit requirements. <br /> 29.
