Box 593, LaConner, Washington 98257 (hereinafter <br /> referred to as Applicant) requested approval of a Shoreline Management <br /> Substantial Development Permit (hereinafter referred to as Permit) pursuant to <br /> the provisions of the Everett Municipal Code (EMC) Chapter 20.12.
