The Applicant indicated that the proposed fill would be used to flood <br /> proof the site from erosion and damage to the Snohomish River. The <br /> landfill material and the placement of the material will be done in a <br /> manner that will be consistent with other developments. The physical, <br /> chemical, and biological character of the landfill will be reviewed and <br /> approved prior to placement on the property. <br /> 12. Piers are allowed in Urban Environments. The proposed pier of the <br /> Applicant will be used as part of the operation of removal of the chips <br /> from the site and placement on a barge. The proposed pier will not <br /> obstruct views and will not be in conflict with recreational boaters and <br /> fishermen. No scenic values will be impaired. The shoreline site is <br /> able to absorb the pier and its impact. <br /> 13. The proposed pier will be consistent with the Urban designation and will <br /> satisfy the regulations as set forth on page F-44 of the Program. <br /> 14. The proposed water industry will not be disruptive to the aesthetic <br /> values of the waterfront of the City of Everett nor the water shorelines <br /> of the Snohomish River. <br /> 15. The proposed piers, parking areas, and roads into the site will comply <br /> with the regulations for each activity. <br /> 16. No log storage will occur on-site. All wood products will have been <br /> chipped and processed at another site. The operation to be conducted <br /> on-site is the loading of chips onto barges. <br /> 17. Signs are permitted in the Urban Environment subject to height <br /> limitations. The limited signs on-site will be in compliance with the <br /> policies and regulations of the Program. <br /> 18. Access to the site will be off Ross Avenue. This is an unimproved road <br /> that has narrow paving and no shoulders. <br /> 19. There will be no on-site public parking. However, the activity on-site <br /> is not conducive to public involvement, and there will be no need for <br /> public parking. Because of safety reasons, the activity on-site is not <br /> conducive to public involvement and there will be no need for public <br /> parking. <br /> 20. There is no feasible means of providing public access because of the <br /> nature of the activity and the lack of the parking. The use is water <br /> dependent for industrial uses. <br /> 21. The area is designated as a Urban Flood Fringe District and is within <br /> the flood hazard areas as identified in the Federal Flood Insurance <br /> Study. These regulations have been reviewed and the proposed use is <br /> permitted in the district subject to compliance with the Flood Fringe <br /> Regulations. <br />
