v <br /> Dunlap Towing Company <br /> SMA 3-90 <br /> Pge <br /> 3. The site has been used in the past for industrial purposes and most <br /> recently as a scrap salvage site. However, the site has not been used <br /> for industrial purposes for the last five years. The debris and trash <br /> on-site, including existing buildings, will be removed and the site will <br /> be developed for the sole purpose and use of the Applicant. <br /> 4. The subject property is designated as an Urban Environment in the <br /> Program. <br /> 5. The properties to the northeast are developed as marinas and are zoned <br /> M-2. The properties to the southwest, including the Snohomish River, <br /> are zoned M-2. The vacant properties to the northwest are zoned M-2. <br /> The properties to the southeast, the Dagmar's Marina, are zoned M-2. <br /> 6. The subject property is zoned M-2. <br /> 7. The Applicant's business to be conducted on-site involves the removal of <br /> wood chips from logging operations and the placement of the same on <br /> barges. The chips have been reduced from stumps and trees but have not <br /> been reduced to a sawdust like product. The chips are used for specific <br /> purposes and are removed from the site once the barges are loaded. <br /> 8. The proposed development of the site is an allowed activity in an Urban <br /> Environment and is subject to the use activity regulations for <br /> landfills, piers, ports, and water related industry. In addition, all <br /> signage for the site is subject to review pursuant to the Program. <br /> 9. The removal of the chips and placement on the barge is a water related <br /> industry that is permitted in the Urban Environment. It will be <br /> conducted within 200 feet of the shoreline. <br /> 10. Landfills in Urban designations are permitted when the landfills are <br /> used for preparation for activities that are also permitted in Urban <br /> Environments. The landfills are reviewed pursuant to submittal of <br /> information with regard to the following: <br /> a. physical, chemical, and biological character of the landfill <br /> material; <br /> b. source of landfill material; <br /> c. method of placement and compaction of the landfill material; <br /> d. type of proposed surfacing; <br /> e. method of perimeter erosion control; and <br /> f. proposed use of the fill area. <br />
