The Everett Planning Commission reviewed the proposal pursuant to the <br /> Environmentally Sensitive Section of the Everett Zoning Code. Based on <br /> their review, the Commission determined that there were conflicts <br /> between the stream protection mechanisms as set forth in the Zoning <br /> Code, and in particular, the setback standards and the policies and <br /> regulations of the Shoreline Master Program. The Commission presented <br /> these conflicts to the Everett City Council and the Everett City Council <br /> adopted an ordinance which established the priority of the Shoreline <br /> Master Program over the Zoning Code if conflicts exist. As a result, <br /> the Planning Commission determined that the Master Program will protect <br /> the area of the development and will enhance the shoreline of the <br /> Snohomish River. Therefore, no restrictions of setbacks from the <br /> Snohomish River were imposed by this proposed development. <br /> 31. The trucks, loaders, dumpers, and tugs that will be on-site will be <br /> within the noise standards and regulations of the City of Everett. <br /> 32. The proposed development will generate approximately 30 vehicular trips <br /> per day by trucks entering and leaving the site. These trips will be <br /> extended throughout the day and usually there will be only truck <br /> on-site. No significant traffic impact will be caused by this <br /> proposal. <br /> 33. Although there is a fire hydrant on Ross Avenue, it does not provide <br /> adequate pressure for the fire flow. Therefore, the Applicant has <br /> agreed to provide a 6" drafting station at the river near the office of <br /> the proposed development. This drafting station will have a 20 foot <br /> wide access along the western side of the property, and it will be <br /> marked as a fire lane. <br /> 34. The City submitted that if any fuels are stored on the site, they must <br /> be stored pursuant to the Uniform Fire Code Regulations. The City also <br /> recommended that portable fire protection be provided in a manner that <br /> is larger than the minimum required by code. <br /> 35. There are no sewers or utility service available to the site. The <br /> Applicant proposed Sani-cans, but they are not permitted by the <br /> Snohomish County Health District for long term use. In similar <br /> situations, the Snohomish County Health District allowed on-site sewage <br /> holding tanks for businesses with less than ten employees on-site. The <br /> Applicants will have less than ten employees on-site and may use the <br /> holding tanks if permitted by the Snohomish County Health District. <br /> 36. The City submitted that wastes from the demolition of the existing <br /> buildings on-site must be done with the designation of an approved <br /> disposal method. This must be done prior to issuance of demolition <br /> permits. <br />
