Dunlap Towing Company <br /> SMA 3-90 <br /> rage - - " <br /> 92 <br /> 1. Any grading/fill on this site shall be done so as to not impact the <br /> surrounding properties. All permits for grading and filling must be <br /> secured prior to any work being done. <br /> 2. The site must be developed per the Grading and Drainage Concept Plan and <br /> Landscape Concept Plan with Planting Legends and Details dated March <br /> 1990 received by the Planning Department on June 4, 1990 and the <br /> Mitigation and Enhancement Plan by CH2M Hill dated April 30, 1990, with <br /> the additional mitigation requirement that: <br /> a. Prior to obtaining Public Works permits, the Applicant shall <br /> provide a copy of a signed contract with a qualified consultant to <br /> perform monitoring of the site annually for three years to assure <br /> the viability of the landscape vegetation. <br /> b. Revegetation shall be done if more than ten percent of any <br /> landscape vegetation component has died at the time of <br /> monitoring. Time of any revegetation shall be agreed upon with <br /> the Planning Department. <br /> 3. The initial planting shall be completed prior to obtaining a Certificate <br /> of Occupancy or an assurance device provided. <br /> 4. After the mitigation planting has been completed, a report shall be <br /> prepared by the consultant and submitted to the Planning Department and <br /> shall include an as-built survey and photographs of the established <br /> wetlands. Any deviations from the Mitigation and Enhancement Plan shall <br /> be documented in writing. <br /> S. The proponent has submitted a Chip Storage Pile Dust Potential Analysis <br /> by Advanced Engineering which indicates that dust problems associated <br /> with the proposed chip handling facility will be quite minor and not a <br /> nuisance; however, if a dust problem arises, water fog sprays shall be <br /> installed to knock down any nuisance dust. The City of Everett Planning <br /> Department shall have discretion to determine if a dust problem exists <br /> on-site. Such discretionary decision shall be appealable to the Everett <br /> Hearing Examiner. <br /> 6. The conveyor system shall be enclosed to prevent loss of chips and dust. <br /> 7. Grass lined swales, a baffle type oil/water separator and detention pond <br /> are required per City Design Standards. The grassy swale must be shown <br /> on the required landscaping plan, as well as on Public Works plans. <br /> Grading of the entire site must be done in a way which will direct all <br /> runoff into the swale. Prior to any construction of grass lined swales, <br /> separators, and detention ponds, the Applicant must secure all necessary <br /> permits and approval by the Department of Public Works. <br />
