Landscape Plan <br /> All of the exhibits are available for inspection at the Hearing Examiner's Office located at <br /> 2930 Wetmore Avenue, 8th floor, Everett, Washington. <br /> Based upon a review of the above record, the following Findings of Fact and <br /> Conclusions hereby constitute the basis of the decision of the Everett Hearing <br /> Examiner. <br /> FINDINGS OF FACT <br /> 1. The Applicant is the owner of the property at 7307 Evergreen Way that is zoned <br /> by the City of Everett as E-1, Evergreen Way. The proposed land use for the <br /> subject property is an auto dealership that would include auto sales and service <br /> shops. The property is in a mixed use corridor on one of the busiest streets in <br /> the City of Everett. The slope of the site requires designs that can be used for <br /> the commercial development of the site. The historical use of the site as an auto <br /> dealership and the proposed continuous use of the same will allow continuity of <br /> commercial development in the area. (exhibit 1, staff report, page 1; exhibit 2, <br /> zoning map; testimony of Mr. Ingalsbe; testimony of Mr. Guck) <br /> 2. The properties surrounding the subject property are also zoned E-1. The <br /> property to the south also has a zoning designation of R-3, Multiple-Family <br /> Medium Density. The proposed auto dealership will involve redevelopment of 4.1 acres into a <br /> Chevrolet auto dealership. The site fronts Evergreen Way. Access to the <br /> dealership would be off Evergreen Way. The service shops for wash, oil change <br /> and detail would be on the south side of the facility. (exhibit 4, narrative) <br /> 4. The subject property's historical use is an auto dealership. Other auto <br /> dealerships are present along Evergreen Way, and the proposed use is typical <br /> for the commercial stretch of this portion of Everett. It is consistent with other <br /> uses in the vicinity. These uses have been in existence for a significant amount <br /> of time.
