8 <br /> BASIC TERMS AND CONDITIONS <br /> BETWEEN <br /> SNOHOMISH COUNTY HUMAN SERVICES DEPARTMENT <br /> AND <br /> City of Everett <br /> THIS DOCUMENT of Basic Terms and Conditions, hereinafter referred to as "Agreement" is entered <br /> into by and between Snohomish County, a political subdivision of the State of Washington, on behalf of <br /> its Human Services Department, hereinafter referred to as "County," and City of Everett, hereinafter <br /> referred to as "Contractor." <br /> NOW,THEREFORE,IT IS MUTUALLY AGREED AS FOLLOWS: <br /> PURPOSE <br /> It is the purpose of this document to establish appropriate basic terms and conditions which may <br /> be incorporated by reference into subsequent contracts between the County and the Contractor <br /> for social and health services funded in whole or in part by or through the County. This <br /> document has no independent force or effect. <br /> II. DEFINITIONS <br /> As used throughout this Agreement and any Contract incorporating this Agreement, unless <br /> specified otherwise, the following terms shall have meaning as set forth below: <br /> A. "Acquisition costs" shall mean that amount expended for property, excluding interest,plus, <br /> in the case of property acquired with a trade-in, the book value (acquisition cost less the <br /> amount depreciated through the date of trade-in) of the property traded in. Property,which <br /> was expended when acquired,has a book value of zero when traded in. <br /> B. "BARS" shall mean the "Budgeting, Accounting, and Reporting System for Counties and <br /> Cities and Other Local Governments,"as now or hereafter amended, issued by the Office of <br /> the State Auditor, State of Washington, and the BARS Manual Supplements issued by state <br /> agencies. <br /> C. "CFR" shall mean the Code of Federal Regulations. <br /> D. "Contract"shall mean any Agreement between the County and the Contractor that <br /> incorporates this Agreement by reference. <br /> E.
