CITY OF EVERETT /:/Scam <br /> RESOLUTION NO. 4870 „..77" <br /> A Resolution Authorizing the Mayor to sign a Development Agreement and <br /> Approving a Planned Development Overlay Zone for CSR-Associated(CSR) <br /> and Food Services of America(FSA) in southwest Everett, modifying the M- <br /> 1, Office and Industrial Park Zoning standards for their property. <br /> WHEREAS, the Everett City Council finds that: <br /> 1. The Everett Planning Commission did hold a public hearing on the proposed Planned <br /> Development Overlay Zone on January 18, 2000, and January 31, 2000; and <br /> 2. The Everett Planning Commission did recommend approval of the Planned <br /> Development Overlay Zone and authorization for Mayor to sign the Development <br /> Agreement with CSR-Associated and Food Services of America; and <br /> WHEREAS, <br /> 1. The City Council did hold public hearing to consider the CSR and FSA proposal on <br /> February 9, 2000; and <br /> WHEREAS, the City Council finds that: <br /> 1. Together, CSR-Associated and Food Services of America(CSR&FSA) own an <br /> approximately 320 acre parcel of land that is the site of a sand and gravel mining <br /> operation that will be redeveloping under the M-1 Zone; and <br /> 2. Certain of the M-1 Zone regulations will limit the development opportunities on the <br /> CSR&FSA site if applied to the entire site; and <br /> 3. A market exists for a limited area of more intensive warehouse activity and for small <br /> retail activity to serve the surrounding industrial and residential communities; and <br /> 4. CSR proposes to dedicate approximately 64 acres to the City of Everett for recreation <br /> purposes to meet one-half of the open space requirements contained in the M-1 Zone; <br /> and <br /> 5. A SEPA Final Mitigated Determination of Non-Significance on this proposal was <br /> issued on October 13, 1999; and <br />
