6. CSR and FSA desire changes in the standards in the M-1 Zone to permit more <br /> intensive warehousing in the central portion of their site, allow small areas for retail <br /> at two intersections on the edge of their site, and modify certain standards to <br /> accomplish those objectives; and <br /> 7. The City desires to specifically change the regulations in the M-1 Zone as they apply <br /> only to the property owned by CSR and FSA; and <br /> 8. CSR and FSA desire to implement this proposed rezone through the City's non- <br /> project rezone process and a Development Agreement as provided in Chapter 41, <br /> Subsection 41.160D of the Zoning Code; and <br /> 9. The proposed rezone will result in the property being developed for planned industrial <br /> park uses and public recreation, and is consistent with the Everett Comprehensive <br /> Plan; and <br /> 10. The proposed rezone will likely result in a more rapid redevelopment of the gravel <br /> mining site for increased jobs and tax base, and will provide approximately 64 acres <br /> of public recreation and open space that will be developed as athletic fields; and <br /> 11. The public health, safety, and welfare will be improved by development of the site for <br /> industrial park and public recreation purposes; and <br /> 12. Without this rezone,redevelopment of this site for industrial park purposes will be <br /> delayed, and there will not be any open space provided for public use and recreation <br /> which better implements the City's general plan; and <br /> WHEREAS, the City Council concludes: <br /> 1. Modification of the M-1 Zoning standards, as proposed by CSR and FSA is consistent <br /> with intent of the City's Comprehensive Plan for the overall site; and <br /> 2. The proposal meets all of the criteria listed in Chapter 29, Subsection 29.050.0 of the <br /> Zoning Code; and <br /> 3. The proposal, as modified by the proposed conditions, will not have any significant <br /> impacts on the environment. <br /> 4. The mix of uses desired by CSR and FSA will more likely be attracted to the site if <br /> the proposed changes to the regulations are approved; and <br /> 2 <br />
