of the parties. CSR-Associated shall coordinate with the City's Parks Depaitinent as to location of stubs for sewer and water service to each parcel. (k) Frontage Improvements. CSR-Associated shall provide curbs, gutters and sidewalk improvements to City standards for the Transfer Lots on the southerly side of Sievers-Ducey Blvd. from Glenwood Ave. to Hardeson Road that are consistent with the frontage improvements required for the re-development of the Property under Part Two of this Agreement. CSR-Associated shall not be required to install frontage improvements on the Transfer Lots until: (a) all necessary utilities have been extended to the Property, and(b)the frontage improvements can be installed simultaneously with frontage improvements required on the remainder of the Property; provided,however, in no event shall this occur later than October 31, 2001. CSR-Associated shall develop a timeline for construction of the frontage improvements, which plan shall be reviewed and approved by the City's Planning,Public Works, and Parks Departments. (1) Drainage and Detention Facilities. CSR-Associated shall provide interim stormwater detention and water quality treatment for the Transfer Lots pursuant to SEPA MDNS #99-037 until such time as a regional detention and treatment plan for the applicable drainage basin is prepared by CSR-Associated and approved by the City. Such detention and water quality treatment facilities shall be located on portions of the Property other than the Transfer Lots. The parties agree to a phased plan for stormwater detention and water quality treatment to accommodate development of the Property. 1.8 CSR-Associated Operations Pending Transfers. CSR-Associated may continue to perform its land filling operations on an area within the Property identified as Lots 45-B and 45-C after the transfer to the City of Lot 45-A.
