, a ePos/%,:Am RESOLUTION NO. 4803 A RESOLUTION of the Everett City Council to annex the unincorporated island known herein as the 80% annexation area. WHEREAS, the Everett City Council seeks to provide cost effective services to a logical service area; and WHEREAS, the 80% annexation area is within the current Everett GMA and County- approved Urban Growth Area; and WHEREAS, the Everett Comprehensive Plan has established land use designations for the area in anticipation of annexation; and WHEREAS, the most recent population estimate for the annexation area is estimated at 2,390, of which approximately 1,605 are registered voters; and WHEREAS, the 80% annexation area is contiguous to the City and is surrounded by the City of Everett in excess of 80% of the boundaries, and such boundaries existed prior to June 30, 1994; and WHEREAS, the Legislature has provided a method for annexing areas which are contiguous and surrounded by more than 80% known as "Annexation of unincorporated island of territory" as provided in RCW 35.13.182; and WHEREAS, the City has received numerous requests for annexation from residents and property owners in the area seeking urban level services from the City of Everett including access to City police and fire protection, library and park facilities, and various services unique to such urban service providers. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT that: Section 1. The City Council hereby finds that the area set forth in Exhibit A, which is attached hereto and incorporated herein by reference, is contiguous and is surrounded by at least 80% of the boundaries of the City as the area existed before June 30, 1994.
