17. All rooftop mechanical equipment must be designed and constructed to be an integral element of the <br /> building pursuant to EMC Chapter 19.22.020.D.5.c. <br /> 18. The Washington State Clean Air Act requires the use of all known, available, and reasonable means <br /> of controlling air pollution, including dust. Dust generated during construction activities can be <br /> controlled by wetting those dust sources such as areas of exposed soils, washing truck wheels before <br /> they leave the site, and installing and maintaining gravel construction entrances. Construction <br /> vehicle track-out is also a major dust source. Any evidence of track-out can trigger violations and <br /> fines from the Department of Ecology or the Puget Sound Clean Air Agency. <br /> Design Requirements for the B-3 Zone: <br /> This proposal is subject to the standards in Section 22 of the Zoning Code, as amended by Ord.No. 2923-06. <br /> The standards contain general and specific requirements addressing site plan layout and building design, <br /> including the following: <br /> • Streetscape Treatment and Parking Standards; <br /> • Building Design, including transparency, window treatment, exterior materials, entrances, and blank <br /> wall treatment; <br /> • Storefront details for non-residential uses; <br /> • Open space and modulation/articulation for residential uses; and <br /> • Floor area ratio bonus features. <br /> Under Section 22.020.0 of the Zoning Code, this project is permitted to have a Floor Area Ratio (FAR) of <br /> 3.0. The maximum permitted FAR may be increased if the bonus design elements listed in Section 22.020.E <br /> are incorporated. <br /> This project proposes a FAR of 3.3, which requires incorporation of one bonus design element under <br /> Subsection 22.020.E. According to narrative information provided with the application, the proposed bonus <br /> design elements include the following: <br /> • Below Grade Parking(FAR Bonus of 1.0). <br /> Findings Concerning Basic Design Standards: <br /> Based on a preliminary review of the site plan and elevations on file, the City has determined that the <br /> proposal is generally consistent with these requirements. The plans submitted for building permit application <br /> must be consistent with the plans on file. Note: Based on the information on file, it is not clear how some <br /> of the basic design standards will be met. Prior to approval of the building permit application. The <br /> following additional information/ clarifications must be provided: <br /> 1.
