RESOLUTION NO. <br /> 8 WHEREAS, The National League of Cities representing the largest number of cities since 1924, <br /> developed the Finance, Administration and Intergovernmental Relations Steering committee. This <br /> committee supports federal policies for economic development that include comprehensive community <br /> investment programs that strengthen the quality of life for all and foster social and economic growth. <br /> These investments must direct sufficient attention to improved economic development, transportation <br /> needs, physical infrastructure, social development, job training, and educational and workforce <br /> development; and <br /> WHEREAS, The National League of Cities Finance, Administration and Intergovernmental <br /> Relations (F.A.I.R.) Steering Committee believes federal policies should not undermine activities such as <br /> franchising, tax classification zoning, issuing permits, license, and local code development which are <br /> fundamental responsibilities of local government which should not diminish the ability of local elected <br /> officials to respond to the economic needs at the local level, especially during times of economic down <br /> time and programs to poverty reduction; and <br /> WHEREAS, state and local governments use a variety of tools to encourage and promote <br /> economic development and job creation within their boundaries for the benefit of their citizens, are best <br /> positioned to weigh the impact of outcomes and are held directly accountable for those outcomes; and <br /> WHEREAS, The 40 members of the National League of Cities Finance, Administration and <br /> Intergovernmental Relations Steering committee will be able to witness first hand what is now being <br /> called the "Riverfront District,"the largest economic development tract in the city of Everett's history, as <br /> well the Waterfront. Both developments have required a significant level of intergovernmental <br /> coordination which includes Washington State Department of Transportation, Port of Everett, the Tulalip <br /> Tribes, Snohomish County and the United States Government. They will also witness state of the art <br /> technology such as Naval Station Everett, the 2nd largest employer in Snohomish County, Everett Station <br /> which houses WorkSource, WorkForce, The University Consortium, Amtrak, Greyhound, Northwest <br /> Trailways, QuickShuttle, Sound Transit and Community Transit; and <br /> WHEREAS, the city of Everett and the Everett Area Chamber of Commerce shall make available <br /> to this body of individuals the various businesses of the city of Everett through patronage of our local <br /> retail establishments <br /> NOW THEREFORE BE IT RESOLVED BY THE EVERh I I CITY COUNCIL AND MAYOR RAY <br /> STEPHANSON to extend the invitation to host the Spring 2007 National League of Cities Finance, <br /> Administration and Intergovernmental Relations (F.A.I.R.)
