9 <br /> 4. Disbursements shall be limited to the amounts needed for allowable Project <br /> costs. Disbursements will not occur, and payments may be withheld, unless the Agency <br /> provides proper documentation. <br /> C. Budget Revisions and Other Adjustments <br /> 1. The County reserves the right to reduce the amount of the Project Budget <br /> established by this Agreement if the Agency is not undertaking the Project activity at a level <br /> consistent with the terms and conditions, including but not limited to Attachment A, of this <br /> Agreement. In addition, the County reserves the right to withhold payments pending delivery of <br /> Project reports or documents as may be required under this Agreement. All disbursements <br /> under this Agreement shall be subject to audit and recovery of disallowed costs. <br /> 2. The Agency shall submit to the Supervisor of the Snohomish County Office of <br /> Housing, Homelessness and Community Development or of its successor County department <br /> or agency ("OHHCD") a written request for approval of revisions to the Project Budget. Written <br /> budget revision approval must be received by the Agency before incurring any expenditures or <br /> obligations against the revised Project Budget. <br /> a. In the event that a proposed revision would result in an increase or <br /> decrease of ten percent (10%) or more in an approved budget object category with no <br /> change to the total ADDI Agreement amount, then the proposed change will be <br /> approved or disapproved by the Supervisor. <br /> b. In the event that a proposed change to the Project Budget is less than <br /> ten per cent (10%) of the total ADDI Agreement amount, then the proposed change will <br /> be approved or disapproved by the Supervisor. <br /> c. Proposed changes which exceed ten per cent (10%) of the total ADDI <br /> Agreement Project Budget amount shall necessitate a written amendment to this <br /> Agreement. <br /> 3. The County may, in its sole discretion, provide by written amendment to this <br /> Agreement additional funds beyond the authorized Project Budget amount whenever the <br /> Agency adequately demonstrates to the satisfaction of the County its inability to absorb costs in <br /> excess of the authorized ADDI Agreement amount. <br /> 4. The Agency acknowledges that, except to the extent provided in Section IV-J, <br /> the County will not provide additional financial assistance to the Agency in the form of <br /> operational or capital subsidies for the Project under this Agreement. <br /> D. Repayment of ADDI Funds <br /> The Agency shall return to the County funds disbursed to it under this Agreement upon the <br /> occurrence of any of the following events: <br /> 1. if ADDI-assisted activities are cancelled; <br /> ADDI Agreement between Page 12 of 23 <br /> City of Everett and Snohomish County <br /> 17 <br />
