Alternative Techn
Environmental Solutions f
www.aliernatNe-tech
July 18, 2014 ` y ;
Mike Palacios
Real Property Manager
City of Everett
3200 Cedar Street
Everett, WA 98201
Re. Asbestos Good Faith Inspection - Sewage Lift Station #1
3520 Pigeon Creek Road, Everett, WA 98203
Dear Mr. Palacios,
Executive Summary: Alternative Environmental Technologies (AET) conducted an asbestos
good faith survey of the subject site on July 10, 2014. A total of 7 samples of suspect asbestos
containing materials (ACM) were taken including roofing material, HVAC Vibration Joint, plaster,
paint and flange gasket. It was reported that the reason for the inspection was to comply with
current regulations for a good faith inspection of building materials prior to demolition of the
building on site. In addition to the asbestos survey, an inventory of fluorescent light fixture
components has been provided and recommended for recycling and proper disposal of
fluorescent tubes and ballasts due to the likely presence of the hazardous chemicals, mercury
and polychlorinated biphenyls (PCB), respectively. The green and beige paint chips were
sampled from the interior and exterior walls and reported to contain trace amounts of lead. The
gray paint on the piping was sampled and reported to contain 1.6% lead content. The spiral
staircase and metal beams are painted gray and presumed to contain lead. EPA lead safe work
practices are recommended for worker protection.
Regulatory Overview: Asbestos: The Puget Sound Clean Air Agency, Regulation III, Article
4.02(a) requires an asbestos survey, before a renovation or demolition, by an Accredited Building
Inspector using random sampling procedures contained in 40 CFR 763.86. In addition, the owner,
or owner's representative, is required to keep a copy of the Good Faith Inspection at the job site
for any contractor's doing work in the building (WAC 296-62-07721(b), WAC 296-155-755(9)).
Background Information
Date(s) of Field Investigation: 07/10/14
Date of Report Submittal: 07/18/14
Building address: 3520 Pigeon Creek Road, Everett, WA 98203
Building Owner / Representative: Mike Palacios
Area Surveyed: Roof, Exterior & Interior of Sewage Lift Station #1
Building Description
Taxpayer Information: City of Everett-Utility Department
Parcel No: 29042500400400
Structure Use: Commercial Building- City of Everett: Sewage Lift Station #1.
Year Built: -1960, Gross Area: Lift Station #1: 450 SF; Well: 706 SF (Dry Well = 353 SF)
5119 E vergi ee,'Nay D9
Everett.WA 98203
425 232 9860
