Asbestos—Good Faith Inspection: Se Lift Station#1 AET 3053 <br /> 3520 Pigeon Creek Road, Everett,WP 3 <br /> 07/18/14 2 of 5 <br /> Building Inspector Information <br /> Name: Brian Hunt, Project Manager <br /> AHERA Certified Building Inspector <br /> Certification Number: 143726. Exp. Date 9/11/14 <br /> Business: Alternative Environmental Technologies, AET <br /> 5129 Evergreen Way D9, Everett, WA 98203 <br /> Site & Building Description: The subject site was observed as a decommissioned 1 story, <br /> Sewage Lift Station (#1) located on 41.89 acres north of east Mukilteo Blvd. on Pigeon Creek <br /> Road, in Everett, Washington. The 450 sf Motor Control Room and subsurface well (divided into <br /> a wet and dry wells) was observed to be constructed of concrete masonry units and concrete. <br /> respectively. The flat roof was built up asphalt and gravel. The Motor Control Room provided <br /> power for lighting, sump pumps, compressor, ventilation fans, telemetry, flow recorder and pump <br /> control at the sewage lift station. <br /> Asbestos Identification Process: All asbestos samples were collected using modified <br /> Asbestos Hazard Emergency Response Act (AHERA) and EPA sampling methods and all bulk <br /> samples were taken to Seattle Asbestos Test (SAT) laboratory under strict Chain of Custody <br /> procedures for analysis. AET personnel are AHERA certified building inspectors, management <br /> planners and project designers. The analysts at Seattle Asbestos Test used Polarized Light <br /> Microscopic methods to analyze the bulk samples for asbestos (Method EPA/600/R-93/116) and <br /> the laboratory is part of the National Volunteer Laboratory Accreditation Program (NVLAP <br /> accredited). The lead paint chip samples were taken to NVL laboratory. <br /> Asbestos Sampling & Analysis: Brian Hunt, AET Project Manager, took a total of 12 bulk <br /> samples of suspect asbestos containing materials. The asbestos results are located in Table I: <br /> Asbestos Sampling & Analysis. The table includes the location of materials sampled and the test <br /> results. <br /> Hazardous Chemicals Inventory: Two Fluorescent light fixtures were observed in the Motor <br /> control room with an estimated four 4 foot tubes and two ballasts. It is recommended that the <br /> fluorescent light fixture components be handled, transported, recycled and/or disposed of by a <br /> certified facility such as Total Reclaim, 206.343.7743 (or the City of Everett preferred vendor, or <br /> the equivalent). The recycler can provide a Certificate of Recycling which can be retained by the <br /> city showing that the tubes and ballasts were recycled or handled properly. <br /> Notifications: The owner, or owner's representative, is required to notify anyone visiting or <br /> working in the building, including all contractors, that there is an asbestos survey for this building. <br /> A copy of the survey report must be kept at the site and available for viewing upon request, <br /> and/or the owner may communicate verbally and in writing a summary of the survey findings. It is <br /> recommended that access to the site during demolition be restricted to authorized personnel so <br /> that visitors and contractors can be warned of the work being done at the site and who to contact. <br /> Discussion & Opinion: Additional information is provided below to facilitate required <br /> notifications and clarify items identified in this survey. <br /> 1. Health Risk: Asbestos is a known carcinogen that is highly regulated. No asbestos <br /> containing material was found during this investigation. Lead paint was reported by the <br /> laboratory in the gray pained metal at the site. Lead is also regulated and EPA lead safe work <br /> practices were recommended for worker protection. <br />
