Asbestos—Good Faith Inspection: SE Lift Station#1 AET 3053
3520 Pigeon Creek Road, Everett,WP 3
07/18/14
3 of 5
2. PSCAA Notification: The Puget Sound Clean Air Agency (PSCAA. Regulation III, Article 4)
requires notification for demolition and dust control measures for building demolition. Questions
regarding PSCAA requirements should be directed to the asbestos staff at 800.552.3565, or for a
notification form and regulations go online at www.pscleanair.org. Notification can be completed
and fees paid for online.
3. LN1 & Worker Safety: For interpretation of policy and the Department of Labor & Industry
regulations (go to www.lni.wa.gov). Where power tools are to be used on non-asbestos
containing materials, dust control measures need to be observed. For general information call
Labor & Industry at 206.515.2800 for guidelines on the proper use of power tools and dust
suppression methods. Power tools should not be used on asbestos or lead containing materials.
For regulatory requirements related to worker protection, go to WAC 296-62, Part I-1, and for the
L & I notification form, http://www.Ini.wa.gov/WISHA/Rules/generaloccupationalhealth/HTMU621-1 1.htm.
4. Lead: The building was reported built prior to 1978. The paint on the building surfaces
was sampled on the interior and exterior walls of the Lift Station and a trace amount of lead was
reported by the laboratory. The metal pipes, fittings, beams and spiral staircase had gray paint.
The gray paint chips sampled on the dry well flanges was reported to contain 1.6 % lead.
Workers should use lead safe work practices during demolition of this building.
Limitations: Sampling at the subject site was limited to the building materials that were
accessible. During demolition any suspect materials that were hidden and not included in the
report should be assumed to contain asbestos, or sampled by an accredited AHERA Building
Inspector and analyzed by a NVLAP accredited laboratory prior to disturbance. Contractors will
need to do their own take offs for bid purposes. The CMU blocks were opened in several
locations to check for vermiculite. None was observed. However, if during demolition vermiculite
(Presumed Asbestos Containing Material. PACM) is observed the contractor should stop work
and test the material to ensure it does not contain asbestos.
Summary: Alternative Environmental Technologies, AET, conducted an asbestos good faith
inspection at the subject site on 07/10/14. The laboratory, upon analysis, reported that none of
the samples contained asbestos. Metal painted gray was tested and reported to contain lead.
EPA lead safe work practices were recommended as was recycling of light fixture components at
this site. It was recommended that the fluorescent light tubes and ballasts be properly removed,
transported, recycled or disposed of properly by a company such as Total Reclaim, or the
equivalent. A copy of this report or a summary of the materials containing asbestos should be
kept at the site and made available upon request.
