6 <br /> 1.0 Request for Proposal General Information <br /> 1.1 The purpose of this Request for Proposals(hereinafter referred to as"RFP") is to secure vehicle towing, <br /> impoundment and other related services for vehicles requested to be towed or ordered impounded by the <br /> Everett Police Department("EPD")or the City's Motor Vehicles Division("MVD"). Except for rare <br /> circumstances,the vehicles will be located within the two Impound Towing Zones designated in the <br /> Everett city limits or in the Everett Transit service area. The services include,but are not limited to, <br /> towing, storing,protecting, and releasing or otherwise disposing of vehicles. See Appendix Bfor a map <br /> of the Impound Towing Zones. <br /> 1.2 This RFP may result in multiple agreements in order to provide comprehensive coverage throughout the <br /> City of Everett tow zones. In total,the City expects one or two agreements. A Proposer may respond for <br /> one or two Impound Towing Zones and may be awarded two zones. <br /> 1.3 The agreements resulting from this RFP will be an integral part of the City's public safety response and <br /> specifically may include any or all types of the following services: <br /> a)removal of privately-owned vehicles from various locations in the City as directed by the EPD that interfere <br /> with traffic or the safety of Everett citizens; <br /> b)removal of abandoned vehicles before they become safety hazards; <br /> c)removal and securing of stolen vehicles; <br /> d)towing and mobilizing of City-owned vehicles of all types pursuant to and consistent with the requirements <br /> of the City's MVD and limited by any applicable laws or contracts; <br /> e)Changing of tires on City-owned vehicles pursuant to and consistent with the requirements of MVD and <br /> limited by any applicable laws or contracts; <br /> f)towing of vehicles that may be connected to crimes to the City's secure storage to be held for investigation <br /> purposes; and <br /> g) storage and protection of any of those vehicles as necessary. <br /> EPD and/or MVD will identify vehicles to be towed, impounded,or repaired,will communicate the locations of <br /> the impoundment to the successful vendors,and will exchange information with the successful Proposers <br /> relating to storage,register owner,holds,releases, and auctions. <br /> 1.4 Forecasted impoundment and City vehicle tow information for the first year of the agreement is included in <br /> Appendix A. The quantities are provided for informational purposes only. There is no guarantee as to the <br /> actual quantity of services that will be required from the successful Proposers. <br /> 1.5 The City has established as the desired agreement execution date, and 12:00 a.m. on <br /> as the desired performance start date and time. The initial term of the agreements will be three years. At the <br /> discretion of the City,an agreement(s)may be extended in one year increments for an additional three years. <br /> 16 <br />
