6 1.6 Prior to agreement award,the Apparent Successful Proposer shall demonstrate that it has complied with all requirements for performing the agreement, including but not limited to, facilities, equipment, and logistics. 1.7 The City will select the proposal that, in its sole discretion, is the most advantageous to the City. The City reserves the right to make an award without further discussion of the proposal submitted;there may be no best and final offer procedure. Therefore,the proposal should be initially submitted on the most favorable terms the vendor can offer. The specifications may be altered by the City based on the vendor's proposal and an increase or reduction of services with the proposer may be negotiated before contract signing,award and execution. 2.0 Solicitation Process Requirements 2.1 Communications with the City All Proposer communications regarding this RFP must be directed to the City's RFP Coordinator. Unauthorized contact regarding the RFP with other City of Everett employees may result in disqualification. Any communication with any City of Everett employee other than the RFP Coordinator does not bind the City of Everett.
