The Plan was subsequently appealed to the Central Puget Sound Growth Management Hearings Board. The Board ordered the City to quantify the holding capacity within the city limits and reconcile the entire planning area target population for 2025 with Snohomish County, or take other legislative action to increase density in order to accommodate the projected 2025 growth. The City completed the capacity analysis for Everett's city limits and determined that more than sufficient capacity exists to accommodate Everett's adopted targets for population and employment. The analysis was also completed for the urban growth area based on Everett's adopted land use map. Assumptions were based upon the assumptions included in the 2002 Buildable Lands Analysis modified by: • Higher residential densities in the Core Residential Areas described in the Housing Element where unlimited densities will be allowed. • Higher densities along the B-2 zoned Broadway corridor, where the area of unlimited densities is proposed for expansion as part of the Broadway Design Plan. • Densities/employees for projects obtaining permits from 2001-2005. • Densities/employees for pending projects. • Expanded B-3 zone boundary. Snohomish County approved their 10-Year Comprehensive Plan Update in December 2005. Population and employment capacities for the adopted Plan were documented in the December 21, 2005 Snohomish County UGA Land Capacity Analysis Technical Report completed by Snohomish County Planning and Development Services Long Range Planning Division. Snohomish County's Plan included higher targets for population and employment within the unincorporated portion of Everett's planning area than did Everett's Plan. For the area within Everett's City limits, the Technical Report assumed that population and employment capacities were the same as Everett's adopted targets for the City limits. U LAND USE ELEMENT 12
