recoinmend to your arcliitect by a memorandum, a copy of vhich
is attached, tlat the exieting facilities of the Pacific and (;o:by
Building should be upgraded. The City Plan Citecker by a
metnorandum, a copy of which is attached, auggeste a proposed
schedule for completion. Tlese two memorandums do not
contemplate t3at it is a requirement of the building code that exiat-
ing facilities must be brought up to standard prior to the isauance
of a building permit tor your proposed project. They do, however,
indicate tlat the City code enforcement officials are concerned about
the safety of the existing exit tacilities in the Pacific and ColUy
13uilding, and that it would Ue advisable for tlie management of the
Pacific and Colby IIuilding to work cloaely witli the P'ire,Marshal to
insre that long term planning tor improvement of exit facilities
is established.
I d share your coucern over tlic Pire Marshal's suggestion of putting
a stairway from the third floor down to tlie ground on the north eide
of tlie Pacifxc and ColUy I3uilding. Security coneiderationa must be
taken into a:.count in devising a means to solve the life safety proUlem
wliich concerns tlie Fire n7arshal.
IIy this letter I am asking thc rire Marshal's office, in coordination
with the Police Department, to review this roblem with the management
of the Pacific and Colby Building. Perhaps the only final ution to
this problem would be to provide an enclosed second mea:x ..t egreas
from the building.
I know that the community appreciates your eftorts to improve medical
service to the citizens of Everett. I assure you that the code enforcement
ofticers of the City of Everett will cooperate with you to insure that the
proposed remodel of the second story of the Pacific and Colby Duilding
proceeds in a satiefactory manner. Review of your application for a
building permit should be completed in the near future.
Youre ve trul;,
J
ROBERT C. ANDERSON
Mayor
cc: William Hwter, P'ire Chief w/c encls.
Walter Cooper, h'ire Marshal „
h'rank Patterson, Chief of Police
Lawrence Erickson, Chief Building Inepector ..1'
 Boteach & Naeh, Architecte
ncls.

c
