ADDENDUM <br />FINAL DETERMINATION OF NON-SIGNIFICANCE <br />SEpA #03-026 <br />EVERETT MALL EXPANSION <br />September 27, 2004 <br />I S iU S� ���erf� Nt��� �v� <br />DESCRIPTION OF ORIGINAL PROPOSAL: This proposal includes a projected iive (5) <br />year Master Plan for the expansion of the Everett Mall. The ma�flrity of the expansion <br />occurs in the west quadrant of the existing Mall area. The proposed development <br />would demolish 122,960 square feet of existing building space including the village <br />center, 4-10 cinemas (1,694 seats) bank, Rite Aid and Sears service cer�ter. <br />Additionally, the existing 13,430 square foot cinemas 1-3 (1,207 seats) will be <br />converted to retail uses. The expansion will construd a total of 227,068 square feet of <br />new building space which will include retail, and new Cineplex for a net increase in <br />shopping area of 104,108 square feet. Site access to the arterial street system would <br />be provided via the existing Mall Drive signals onto Everett Mall Way and the existing <br />connection to 300`h Street SE. The proposed project also includes a toWl of 3,990 on- <br />site parking stalls, relocation of the Interurban Trail, improved pedestrian circulation, <br />landscaping and water quality improvements. The applicant is also requesting a <br />height variance for a proposed 60-foot entry rotunda with a marquee at the top of the <br />16-screen Cineplex. The Variance application was approved by the Board of <br />Adjustment on ]uly 7, 2003. <br />DESCRIPTION OF CURRENT PROPOSAL: The current proposal includes a projected <br />5-year Master Plan for the expansion of the Everett Mall. The proposal development <br />would demolish 113,047 square feet of existing building space including Cinemas 4-10 <br />(24,599 SF), village shops (38,223 SF), Sears Warehouse (12,100 SF) and Rite Aid <br />(38,136 SF). Total proposed new construdion of approximately 186,040 square feet <br />includes a new Cineplex (64,399 SF), new village buildings (85,041 SF), new <br />restaurant pads (14,600 SF) and a new Seats addition (22,000 SF). Site access to the <br />arterial street system will be provided via the existing Mall Drive signals onto Everett <br />Mall Way and the existing connection to 100`h Street S.E. The current project also <br />includes a total of 3,858 parking stalls, relocation of the Interurban Trail along the <br />western perimeter of the site, improved pedestrian circulation, landscaping and <br />enhancement of water detention and treatment facilities. The City has approved a <br />height variance for a proposed 60-fnot entry rotunda with a marquee at the top of the <br />16 screen Cineplex.
