MITIGATION OF ADVERSE IMPACTS BY SEPA <br />1. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br />(SEPA Earth, Land and Shoreline Use Policies.) <br />2. Everett Mall Way and Interstate 5(I-5) are designated as "Gateway Corridor" in the City's <br />General Plan. The General Plan states, "Because Everett wants to develop and promote an <br />attractive image, all entry corridors into the City should be designated as "Gateways" and <br />standards shouid he applied to development s along such "Gateways" relating to building <br />design, landscaping, signage, outdoor storage and other aesthetic consider�tions that will <br />serve to upgrade Everett's image." To meet the intent of the policy, landscaping in excess of <br />Type III must be provided along Everett Mall Way anc� I-5. (Two recent projects that meet <br />the City's gateway policies are the Boeing Credit Unior site on Evergreen Way and Costco on <br />19th Avenue SE). (SEPA Land and Shoreline Use Polici �s.) NOTE: The applicant has <br />submitted a Conceptual Master Landscape Plan which includes a landscape treatment along <br />Everett Mall Way and Interstate 5(I-5) which meets the general intent and purpose of the <br />City's "Gateway Corridor" policies as reflected in the City's General Plan. Landscaping must <br />be provided consistent with the Conceptual Master Landscape Plan dated ]uly 27, 2004 <br />with one (1) exception; 7 feet of landscaping buffer must be provided along both sides of the <br />relocated Interurban Trail. <br />3. In order to minimize erosion, any spoil piles must be covered with plastic sheeting or other <br />impervious covering staked to the round or anchored with rocks or sandbags. Berms, <br />earthen or otherwise, should be constructed at the perimeter of excavated areas to prevent <br />adjacent site runoff from entering the excavations. (SEPA Earth and Water Policies) <br />4. A traffic mitigation fee in the amount of $135,000.00 shall be paid prior to the issuance of <br />building permits in accordance with city ordinance and the applicant's approved traffic study. <br />(SEPA Transportation Policies) <br />The development shall provide a relocated 3-lane West Mall Drive from Everett Mall Way <br />south to 100`" Street SE. The new extension of 100`h Street SE shall also be 3 lanes wide <br />from West i�lall Drive west to the existing 100`h Street SE. (SEPA Transportation Policies) <br />Maintain right-turn-only for access driveways onto West Mall Drive for 250 feet south of <br />Everett Mall Way and 100`" Street SE. (SEPA Transportation Policies) <br />7. Provide for minimum spacing of 200 feet between full access driveways onto West Mall Drive <br />between Everett Mall Way and 100`h Street SE. (SEPA Trensportation Policies) <br />8. Construct the Sears centrel; Sears south and 1001h Street intersections with Everett Mall Way <br />as all-way-stop controlled intersections. (SEPA Transportation Policies) <br />9. Provide a secured bicycle rack with minimum of 15 slots for the new retail/cinema complex <br />and satellite pads. (SEPA Transportation Policies) <br />10. Provide a continuation of the Interurban treil from the south proper[y line to the Everett mall <br />Way/West Mall Drive intersection. The trail would provide for a minimum of 10 feet travei <br />3I` <br />
