� <br />�. A landscape strip a minimum of ten (10) feet wide must be provided along <br />the south and east property lines abutting the R-3 zone. These areas shall be <br />planted with Type I landscaping. <br />f. A minimum of 135,030 square feet of landscaping shall be provided in the <br />interior of the parking lot for the 3,858 parking stalls. <br />g. Prior to issuance of any permits, a fnal landscape plan must be reviewed and <br />approved by the Planning Department. The Final Landscaping Plan must show <br />location and dimensions of required vegetated swales, wetponds, detention <br />ponds, rockec•ies and retaining walls, and grading at 2-foot intervals. Irrigation <br />systems must be provided in all landscaped areas per Section 35.130 of the <br />Zoning Code. A 2-year maintenance assurance device must be provided for the <br />landscaping per Section 35.1306 of the Zoning Code. <br />36. The existing Everett Mall contains numerous nonconforming signs. These signs were <br />permitted by the codes in effect at the time of installation, but they do not conform to the <br />current sign regulations. For example, the theater marquee sign on Everett Mall Way <br />exceeds the permitted sic;n area, the changing message sign may exceed permitted height, <br />the Mervyn's roof sign is not permitted since roof signs are now prohibited, and Sears wall <br />sign may exceed the sign area limitations. The zoning code requires one nonconforming sign <br />to be either removed or brought into compliance for each new sign to be installed. Section <br />36.210 of the Everett Municipal Code allows deviation from the requirements and restrictions <br />of Sign Category B when an Applicant is proposing to utilize a comprehensive design plan to <br />integrete signs into the framework of the Buildings, landscaping and other design features of <br />the property, utilizing an overall design theme. <br />37. The applicant has submitted a comprehensive sign plan utilizing a central design theme in <br />order to integrate signage with the proposed site improvements including building facades, <br />landscaping, plazas, courtyards, etc. The Planning Department is currently reviewing the <br />sign application and will issue a separate administrative decision. <br />ComPnents from the Everett Fire Department: <br />CINEPLEX <br />Access - The International Fire Code requires that all new structures shall provide Fire <br />Department access roads to within 150 feet of all portions of the ground Floor. Fire <br />Department access roads (Fire Lanes) shall provide a minimum of 20 feet in width of <br />unobstructed, all-season driving surface with a minimum clear height of 13'6". Fire Lanes will <br />be posted and maintained as required by the Fire Department. Current information dces <br />not indicate this standard will be met. Note: The Site Plan dated 7.27.04 must be <br />revised to comply with Everett Fire Department conditions 1,2, and 3. Fire <br />Department approval of the revised site plan is required prior to the issuance of <br />any construction permits. <br />
