6. A buffer/landscape strip a minimum of 2o feet in width must be <br /> provided along the entire south property line. Landscaping in <br /> this area aill be approvad as part of the final wetland <br /> mitigation plan. Nowever, plantings must include tall evergreen <br /> trees and understory plantinqs to provide a screen from the <br /> single family properties to the south. If the screening cannot <br /> be provided with plantings that meet the intent of the conceptual <br /> - wetland mitiqation plan, additional landscape width with <br /> screening plants must be provided. <br /> Thie landscaping aust be provided within 60 days of issuance of <br /> the clearing and grading permit for the site unlese building <br /> permits for construction on the site have been issued within that <br /> time. if building permits are issusd, plantings may be delayed <br /> until construction of the buildings which abut the buffer is <br /> completed, but in no case later than 4 months from issuance of <br /> grading permits on t' e site. This determination assu�es compliance with state <br /> law and city ordinances related to general environmental protection <br /> including but not limited to right�-of-way fieprovement requirements, <br /> drainage, etc. This decision was iaade after review of a completed <br /> environmental checklist and other information on file with the lead <br /> agency. This information is available to the public on reqvest. <br /> This Determination of Non-Significance i� specifically conditioned on <br /> compliance with the conditions attached hereto which are incorporated <br /> by reference as if fully set forth herein. <br /> A 15-day public comment period for this pruposal ended on Nerch 23, <br /> 1989. An appeal oY the DNS was submitted on April 27, 1989. A <br /> public hedring on the appeal was held by City Council on June 7, 1989 <br /> and City Council adopted Findings, Conclusions, and a Decision on the <br /> appeal on July 5, 1989.
