Any grading/fill on this site shall be done so as to not impact <br /> the surrounding properties. (SEPA Earth, Land and Shoreline Use <br /> Policies) <br /> � 2. Pri�r to the issuance of any permits for this proposal, a final <br /> wetland mitigation and landscapinq plan must be reviewed and <br /> approved by the City of Everett Planning and Public works <br /> Departments. This plan must be consistent with the conceptual <br /> plan submitted for SEPA review. The final plan must include a <br /> sonitoring program (to include a performance bond). The site's <br /> final drainage plan must. incorporate the recommendations of the <br /> final vetland mitigatton plan. (SEPA Water and Plant and Animal <br /> Policies) <br /> 3. In order to ensure that the portion of North Creek and adjacent <br /> wetland snd buffer located on this site are preserved, the <br /> Applicant must either record a covenant against the property <br /> which states that tte area shall remain as permanent open spece <br /> or the Applicant shall dedicate the property to the City. (SEPA <br /> Weter and Plant and Animal Policies) <br /> 4. Uetailed drawings cubmitted to Public Works must include <br /> informetion on inatallation and maintenance of temporary erosion <br /> and sediment control measures. These shou:d include <br /> hydraulically desi.gned sediment ponds, =urf:.ce water conveyance <br /> systems, and other structural and vegetative. measures to prevent <br /> construction caused erosion and sedimentation. These plans must <br /> be reviewed and approved by the Public Works Department prior to <br /> the issuance of any permits for this proposal. (SEPA Earth and <br /> Water Policies) <br /> 5. A buffer/landscape strip a minimwn of 15 feet in width must be <br /> provided along the entire east property line. plantings must <br /> include 2 staggered rows of Douglas Fit a minimum of lo feet in <br /> height planted at 15 feet on center and a row of 24 inch high <br /> photinia planted at four feet on center. Su:ficient groundcover <br /> must be provided to stabilize the slopes and prevent erasion. <br /> This landscaping must be pruvided within 60 days of issuance of <br /> the clearing and gradiny permit for the site unless building <br /> permi.ts for construction on the site have been issued within thst <br /> time. Zf building permits �re isesued, plantings may be delayed <br /> until construction o£ the buildinys which abut the buffer is <br /> completed, but in no ca3u :ater than 4 months from issuence of <br /> grading permits on the site.
