To avoid <br />the hiqher utility connection charge a complete <br />buildinq permit application (including appropriate <br />civil construction plans stamped by a licensed <br />engineer) must be filed with the City's Public Works <br />Dept. prior to the effective date of the increase. <br />18. Stormwater detention/retention, quality protection, and <br />treatment requirements for this project shall be those <br />requirements in effect at the time of application for <br />Public Works permits. Currently, stormwater treatment <br />is required when 10,000 square feet of pavement is <br />created by a project and three options for stormwater <br />treatment are presented in the current City standards. <br />The least preferred option is al�owed only if the first <br />two options are infeasible in the opinion of the Publi�: <br />Works Department. The options of preference are as <br />follows: <br />1) an infiltration basin desiqned and constructed <br />according to City standards, if suitable soils exist <br />on the site; <br />2) a wetpond designed and constructed to City <br />standarda; <br />3) a baffle-type oil/water separator followed by a <br />veqetated swale, both designed and constructed <br />arnnrdina to C1CY standards. <br />19. It appears that the amount of pavement to be created <br />by this project will be less than 10,000 square feet <br />and stormwater treatment per current City standards <br />will not be required (covered parking areas will not be <br />counted as lonq as they are hydroloqically isolated <br />from the storm drainage system). However, a Hydraulics <br />Project Approval (HPA) from the State Department of <br />Fiah and Wildlifa may be required for this �project due <br />to its location within the North Creek drainage basin. <br />More strinqent detention and stomwater treatment <br />requirements than the City would impose may be placed <br />on the project as a condition of the APA. <br />20. A copy of the HPA or a letter from the Department of <br />Fish and Wildlife stating that an HPA is not needed <br />should be included along with the plans for Public <br />Works review. <br />21. A specially designated area will be required for <br />washinq of cars by tenants of the complex. The area <br />muat be hydroloqically isolated from the rest of the <br />site, covered, and washwater from the area must drain <br />to the sanitary sewer after being route� through a <br />baffle-type oil/water separator designed to City <br />
