(st.aff report) 2. The plant upgrzde proposed by the Applicant involves �.wo stages of expansion. The first sCage of the project includes: an improvemenC of Che oxidating pond recirculalion by lhe installa�_ion of recirculaCion channels along the west and east sides of the existing oxidating pond; the dredging and utilization of thc accumulated sludge in lhe aerated lagoons; the erec�.ion of a scum-conlainment barrier in the aeraled lagoon; the erec�.ion of a 9,500 square fool building t_o house lhe sewec treai:men�, plants, laboratury, administration, and maintenance activities; Che improvement of the efficiency of the r_reatmenC plan�.'s effluent - disinfection process; the enhancement of Che aeration in �_he aerated lagoon by r_he ins�.allation of six additional surface areas; lhe replacemenl of 25 mooring piles for surface aerators; the reconstruction of wetland habitat. aC Che southeast side of Che aerated lagoon; t,he erection of fences and gates en either side of 4th Street N.�.; the consCruction of a pipeline sysrem along the center and nor+_hwesl dikes of aerated lagoon. S�age two of the proposed expansion involves the construction of a 16,000,000 gallon par day mechanical '_reatment planl which will utilir.e a �.rickling filter/solid contact system of secondary treatment.
