With lhe <br />existing treatment facility, the CiLy will be unable tc <br />meet state waCer quality effluenC discharge standards. <br />With the inabili�.y to meet these standards, the City <br />will have discharge violations which could result in <br />fines or building mcra�.oriums imposed on the City of <br />Everet�. and the sewage service area. As a resulr., the <br />City is seeking expansion of the treatment facility. <br />(Ervine testimony) <br />18. As part of the City's long term sludge managemenr <br />progcam, a temporary 8" to lU" pipeline wilh a capacity <br />of 800 to 1,600 aallons per minute will be insCalled <br />during appcopriate seasons to CransporL lagoon sl.udge to <br />an agricultural utilizaLion site. The pipeline will <br />extend from the aerated la000n across Steamboat Slough <br />to Ebey zsland. Approximately 2,000 lineal feet of the <br />pipeline will be within the City limits. The City's <br />jurisdiction extends to the center line of the Sleamboat <br />Slough. However, the sludge will be disposed on Ebey <br />Island which is in Snohomish CounCy, which has <br />jurisdiction over the disposal site. (staff report) <br />19. The EvereCC Planning DepartmenC recommended approval of <br />Che Shoreline Subs�.anCial Development Permit as <br />requested subject to the following conditions: <br />1. That the project be developed according r_o the <br />site plan attached as Exhibit #9. <br />2. That all outside dike faces shall be h���roseeded <br />and that� all otner vegelation disturbed during <br />consCruction is replaced in kind, <br />Detailed landscaping plans shall be reviewed and <br />approved by the Planning Department prior to <br />issuance of any building permits showing planCing <br />details around all proposed buildings, Che <br />hydroseed mixture oroposed for the outside dike <br />face and the generai Creatmen�_ proposal for olher <br />areas dis:_urbed during conslruction. <br />
