ATTACHMHNT "A" _ p, 2 <br />The sludge has been analyzed according to Snohomish <br />County Shoreline Management Program requirements. <br />(Attachment No. 5) An operational plan will be included in <br />the applications for sludge utili.zation, in accordance with <br />the Snohomish liealt_i District's requirements. <br />(3) Scum Collection and Disposel.-- The City also pro- <br />poses to erect a scum-containment barrier in the aerated <br />lagoon, as part of its Stage I improvements. The Uarrier <br />will be loc�ted at the northwest corner of Aeratioti Cell No. <br />1, in order to screen the in£luent from the headc:.rks. The <br />barrier, designed as a sort of floating curtain, 'ill guide <br />scum (fats, oils, and grease) and floating debri. to the <br />edge of the lagoon. 1'he scum and debris will then be <br />removed by one of the City's "Yactor" vehicles and disposed <br />of at the Snohomish Cuunty Landfill. <br />(4) Administration Building.--Also as part o° the Sta�*e <br />I improvements, the City plans to erect a new 9500 square <br />£oot building to house the treatment plant's laboratory, <br />administratinn, and maintenance activities. The building <br />will be located just west of the e�isting headworks facilit`� <br />(Attachment Yo. 4, Sheets No. 2 and 4). The new building <br />will be 100 feet in length, lOJ fe�t in width; the <br />building's highest p�int will be 25 feet above the new <br />grade, or 37 feet above�the e�cisting grade at an elevation <br />of 44.1 feet (YOS datum). <br />To bettei a:commodate the location of this facility, as <br />well as that of certain others planned in Stage II, 4th <br />Street SE wi'_: be relocated appro-cimately 100 feet to the <br />north (Attachtaent No. 4, Sheet No. Z). The relocated road <br />will not cross any designated wetlands. <br />(5) Effluent Tide Gate Repair.--To improve the effi- <br />ciency of the treatment plant's effluent-disinfection pro- <br />cess, the City will repair the effluent tide gate located or. <br />the shore of the Snohomish River, directly Nest of the <br />chlorine contact channel. The repair involves the installa- <br />tion of an additional part to assure the plumbness of the <br />tide gate. At present, the tide gate does not properly <br />close; consequently, some backflow from the river erters the <br />treatment system during hish tide events. <br />When repairing the tide gate, thc City will also in- <br />stall a uew effluent flowmeter at the southern end of the <br />existing chlorine contact channel. <br />(6) Additionul Aerators. — To enhunce aeration in the <br />aerated lagoon, !he City will install six (6) additional <br />surface aerators. <br />
