ATTACIIM&NT "a", p. 3 <br />(7) Mooring Piles for Surface Aerators.--Most of the <br />existing mooring for aerators in the aerated lagoon are in <br />need �f replacement. As part of the Stage I improvements, a <br />total of 25 mooring sites, or 95 new niles, saill be <br />installed in the aerated cells. ' <br />(8) Environmental Mitigation.--To compensate for wet- <br />lands used in the construction of the Stage II.facilities, <br />the City proposes to reconstruct a wetlands habitat at the <br />southeast side of the aerated lagoon. The reitigation site <br />will cover a total area of 13.3 acres; the site will be <br />dredged and filleci to provide ponds, rush, cattail, and <br />slder/shrub environs. (See Attachment No. 4, Sheet No. 5.) <br />Despite the filling and dredging activities, the site <br />will not experience eny appreciable changes in e:evation. <br />The 13.3 acres of restore� wetlands is intended to <br />compensate for the use of the entire prism of land located <br />bet�aeen the west side of the aerated lagoon and the 200-foot <br />shoreline setback (Attachment No. 4, Sheet No. 2). <br />(9) Fences and Cates.--To secure the new and existing <br />treatment plant facilities, the City will erect fences and <br />gates on either side of 4th Street N. E. Public access to <br />�th Street itself will not be precluded. <br />(10) flydraulic Structuc`es.--The City also proposes to <br />construct a pipeline system along the center and northwest <br />dikes of the aere>ted lagoon. These pipelines will be used <br />to channel influent to the mechanical facilities planned in <br />Stage II. <br />Construction of Siage I elements is scheduled to com- <br />i�ence in December, 1987 and end in June, 1988. <br />Stage Two <br />The second stage o� Everett's expansion project <br />consists of the desigu and construction of a 16 mgd <br />trickling filter/solids contact process (or mechanical <br />secondary treatment process) to run parallel to the existing <br />la�oon-based system. The fucilities labelled "new" in <br />Sheets t�o. 2 and 4 of Attachment No. 4 are proposed to be <br />built between July, 1988 und April, 1990; those labelled <br />"future" will be added sometime over the next !.8 years, <br />depending on need. Combined, the iew and future nechenicnl <br />facilities wi11 accommodate pro,ic.ted influent volumes <br />through �005. <br />
