Stcve Ingalsoe Pl�one: (425) 257-8731 <br />Project Description: Construction of a two story, 17,000 square foot maintenance <br />building within the Water Pollution Control Facility (WPCF) complex on Smith <br />Island. Approximately 5,700 square Ceet of fill wili be used to elevate the building <br />a mini-num of two feet above the 100-year flood elevation. <br />1'lie site is zoned A-1 RPFD, Agricultural Use Rural Flood Fringe District, and is <br />within thc SW '/. of Section 1G, Township 29, Range 5 E, W.M. at 4027 Fourth <br />Strcet SG. Since the proposed project is within the RFFD and over $5,000 in <br />value, the project is subject to the City of Everett `�horeline Master Program. <br />The City of Everett Shoreline Master Program designates the site as Municipal <br />Water Qualiry (see Exhibit I). Utiliry facilities are permitted uses in the Municipal <br />V1'ater Quality environment (see Exhibit 2). The Shoreline permit process requires <br />die proposed project to comply with the specific regulations required under Utilitics <br />of the Shoreline Master Program (see Exhibit 3). The following findings and <br />conclusions list the specific regulations below: <br />1. Where�er reasonable, all new utiGties shall be placed undergro�md and <br />e.eisting above ground utilities shall be placed underground during normal <br />replacement processes. <br />Findings: The maintenancc huilding �s a supporting structure for the operation of <br />the WPCP. All utilities serving the building will be placed underground. <br />Condusions: All utilities will be undergrounded. <br />2. Non-water-oriented utilities 'acilities shall demoastrate that no options exist <br />Ur_Fore approval is granted for location within shoreline areas, except for: <br />a. Expansion of existing facilities, including the city's water pollution control <br />facility; <br />@. Ulilities constructed in rights-of-way with eaisting facilities; <br />/iq <br />
