Nonwater-oriented utilities facilities or portions of those facilities should not be <br />permitted in shoreline azeas unless it can be demonstrated that no other reasonable <br />option is available, except that fumre expansion and upgrades of the City's Water <br />Pollution Control Facility shall be pernutted provided all other requirements of <br />this Si�IP are met. <br />5. Development of underwater pipelines and cables on tidelands should be <br />discouraged except for deepwater outfalls and facilities where no o[her reasonable <br />alternative exists. <br />6. Wherever reasonabie, utility easements should be utilized public access. <br />New utility installalions in the shoreline area should be designed to be <br />aesthetically pleasing and to not significantly impact views from upland <br />properties, public streets, or other public areas. <br />8. When fully operational, new storm drainage and sanitazy sewer systems operating <br />in shoreline areas should not adversely affect water quality nor interfere with use <br />of the water and shoreline areas. Impacts to watcr quality during construction <br />should be mitigated. <br />Regulations <br />1. Wherever rtasonable, all new utilities sha.11 be placed underground and existing <br />above ground utilities shall Ue placed underground during normal replacement <br />processes. <br />2. Nonwater-oriented utilities facilities shall demonstrate that no options exist before <br />approval is granted for location within shoreline areas, except for <br />• Expansion of existing facilities, including the City's Water Pollution Control <br />Facility, <br />• Utilities consUucted in righ[s-of-way with existing facilities, <br />• Ualities necessary to serve developments pernutted in shoreline jurisdiction, <br />• Sewer facilities necessazy to transport sewage to the Water Polluuon Control <br />Facility, and <br />• Water transmission and distribution lines, natural gas lines, and elec[ric potiver <br />lines, crossing the Snohomish River or other water bodies. <br />Where uuliry construction or maintenance activities will result in disruption of <br />shoreline vegetation, development plans shall include provisions for temporary <br />soil stabilization during construction and for restoration of the site to <br />tXHIBIT # 3 <br />PAGE Z OF� <br />Section 5 Shorcline Use Policies and Regulations Page 5-59 <br />I� <br />! <br />
