Utility facilities shall be located and designed so as [o minimize or prevent the <br />need for shoreline protective measures. <br />5. Structural abutments or landfill required for permitted water crossings shall be <br />located landward of the OHWM, unless no reasonable altemadve exists. <br />6. New utility installations in the shoreline areas shall bc designed and installed to be <br />aesthetically pleasing, and not significantly impact views of the shoreline. <br />Except for water lines, all underwater pipelines transporting substances hazazdous <br />to aquatic life or water quality are prohibited unless no other practical alternative <br />exists, and then only permitted by conditional use. Such facilities shall include an <br />automatic shut off valve on both shorelines. Maintenance procedures shall be <br />submitted with the shoreline permit application. <br />8.
