PLANMNG DIRECTOR DECISION <br />SPECIAL PROPERTY USE <br />SPU //02-026 <br />The Ciry of Everett Planning Director grants approval of a request by the City of <br />Everett Public Works department to construct a two-story maintenance building up to <br />17,000 square feet at the Water Pollution Control Facility (WPCF) located at <br />4027 4th Street SE. <br />The Planning Director approved the request based on the following: <br />The site is zoned A-1, Agriculmral Use. Above ground utility facilities are perntitted <br />if approved through Review Process III. ]f the facility already exists and the expansion <br />is less than 25%, then Section 41.ISO.B requires a proposed special ptoperty use with <br />less than 25� expansion to be evaluated un�er Review Process II. Review process II <br />involves a written decision by the Planning Director to approve, disapprove, or <br />approve with conditions the use proposed by the applicant. The Director has <br />derermined that the amount of expansion is less than 25�. <br />The proposed use must be evaluated per the following general and specific criteria as <br />required by Section 41.150.0 Sc D of the Ciry of Everett Zoning Code: <br />General Evaluation Criteria <br />1. The need of the neighborhood, district, or city for a proposed special property <br />use. <br />Findings: The WPCF requires improved maintenance capability and parts <br />storage. This facility will provide tool and parts storage, more efficient and <br />capable working areas consolidated into one location, and locker/sanitary <br />facilities for anticipated plant staffing. <br />Conclusions: There is a need for this expansion of the WPCF. <br />2. The adequacy of streets, utilities and public services required to serve a <br />proposed use. <br />Findings: 4th Stree[ 3E does not have curb, gu[ter, or sidewalk where the <br />building is to be located. <br />Conclusions: Public Works did not rcquest that the street be bmught into <br />conformance witl� city standards. <br />!� � <br />
