1. Shoreline Master Plan: <br />Findings: The subject properLy is under the jurisdiction of the <br />Snohomish County Master Program as this area W.s annexed from <br />Snohomish County. The Master Program desig�ates th<_s property as a <br />Rural environment. <br />Concluslon: The proposed utility activity is a permitted use in the <br />Rural environment as defined in the Snohomish County Shoreline Master <br />Program. <br />2. Zoning; <br />Finding: The subjeet property is zoned Agricultural Flood Fringe <br />District which permiLs uses consistent with the Shoreline Master <br />Program. <br />Conclusion: Utility projects are a permitted use in the Shoreline <br />Master Prog�•am, subject to regulztory controls, making the uses <br />consistent wi:h the Agricultural Flood Fringe District. The first <br />floor of all structures must have 2 feet of freeboard above the <br />100-year flood elevation and this fill must extend fifteen feet <br />beyond all structures, to be consistent vith the Agricultural Flood <br />Fringe District zoning requirements. <br />3• Shoreiine Setbacks: <br />Finding: The Shoreline Master Program requires that utility <br />buildings including treatmeot plant facilities shall be set back 200 <br />feet from the shoreline. <br />Conclusion: Both structures proposed in this application will be <br />set back more than 200 feet from the shoreline. <br />4� Landscaping: <br />Flnding: The Shoreline Master Program requires Lhat utility <br />facilities be landscaped. <br />�onclusion: The applicant must prepare a landscaping plan For both <br />struetures shor+ing location, type, and size of plantings at the time <br />of installation for review and approval by the Planning Department <br />prior to issuance of any building permits for these facilities. <br />BASED ON THE ABOVE FINDINGS, and Lhe autt�ority vested in me by <br />Ordinance T23•80� Section II� Z hereby grant the Shoreline <br />Substantial Development Permit to allow the installation of a <br />temporary modular office building for use until a new administration <br />building is erected as part o£ SMA 1111-86 (Waste Water Treatment <br />Plant Expansion) and construction of a permanent 1440 square foot <br />pole building to be used for vehicle storage with the following <br />conditions: <br />
