OF THE APPLICATION OF THC CITY OF EVERETT WATER POLLUTION CONTROL FACILITY FOR APPROVAL OF A SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT, SPE:,I�,L PROPERTY USE PFRMIT, AND REVIEW PROCESS I SMA #04-007 SPU #04-Ot 1 REVI #04-031 DECISION: The Shoreline Substantial Development Permit for improvements at the Water Pollution Control Facility at 4027 — 4'h Street SE, Everett, V'ashingto� is c�ranted. A Special Property Use Permit for the same facility is also granted. These permits are granted subjeci to the conditions as set forth herei�. INTRODUCTION The Cily of [verett Public Works Department (ApplicanQ requested approval of a Shoreline Substantiat Development Permit (Shoreline Permit) to make improvements at the City's Water Pollution Conlrol Facility located at 4027 — 4'�' Street SE, 6verelt, Washinyton (subject property). The specific improvements include: 1) The currenl water chlorinaiion system will be reconslructed to allow ihe use of a.8% liypochlorite solution in place ot the cu�i ent chlorine gas. All modifications required for this will occur witliin lhe footprint of the existing chlorination buildings (#1 & 2 on ihe site plan). 2) Tlie primary biofilter (#6 on the sile plan) will be updated to improve filtering e(ficiency and plant capacity. The exisling struclures that currently house the trickle fillers will be gutted and ihe new systems construcled entirely within ihe existing foolprint. 3) The new siphon headworks (#3 on lhe site plan) will be installed within an exisling building. Tliere will be no alteration in the footprint of that building. The siphon headworks are located on the coposite (west) side of the Snohomish River and represent lhe only work proposed in this action on lhat side of the river. 4) The headworks/splitter box (#5 on the site plan) will be installed within an existing ulility cabinet. There will be no alteralion in the footprini of lhe cabinet.
