OF THE APPLICATION <br />OF THC CITY OF EVERETT WATER <br />POLLUTION CONTROL FACILITY FOR <br />APPROVAL OF A SHORELINE <br />SUBSTANTIAL DEVELOPMENT PERMIT, <br />SPE:,I�,L PROPERTY USE PFRMIT, AND <br />REVIEW PROCESS I <br />SMA #04-007 <br />SPU #04-Ot 1 <br />REVI #04-031 <br />DECISION: The Shoreline Substantial Development Permit for <br />improvements at the Water Pollution Control <br />Facility at 4027 — 4'h Street SE, Everett, V'ashingto� <br />is c�ranted. A Special Property Use Permit for the <br />same facility is also granted. These permits are <br />granted subjeci to the conditions as set forth <br />herei�. <br />INTRODUCTION <br />The Cily of [verett Public Works Department (ApplicanQ requested approval of a <br />Shoreline Substantiat Development Permit (Shoreline Permit) to make improvements at <br />the City's Water Pollution Conlrol Facility located at 4027 — 4'�' Street SE, 6verelt, <br />Washinyton (subject property). The specific improvements include: <br />1) The currenl water chlorinaiion system will be reconslructed to allow ihe use of a.8% <br />liypochlorite solution in place ot the cu�i ent chlorine gas. All modifications required <br />for this will occur witliin lhe footprint of the existing chlorination buildings (#1 & 2 on <br />ihe site plan). <br />2) Tlie primary biofilter (#6 on the sile plan) will be updated to improve filtering <br />e(ficiency and plant capacity. The exisling struclures that currently house the trickle <br />fillers will be gutted and ihe new systems construcled entirely within ihe existing <br />foolprint. <br />3) The new siphon headworks (#3 on lhe site plan) will be installed within an exisling <br />building. Tliere will be no alteration in the footprint of that building. The siphon <br />headworks are located on the coposite (west) side of the Snohomish River and <br />represent lhe only work proposed in this action on lhat side of the river. <br />4) The headworks/splitter box (#5 on the site plan) will be installed within an existing <br />ulility cabinet. There will be no alteralion in the footprini of lhe cabinet. <br />
