The City of Everett recently received a Shoreline <br />M¢nagement Permit for the installation of n metal polc <br />building nt the City's wastewuter treatment pl.ant. <br />Condition No. 1 of the permi'. states tltnt the floor of the <br />pole building �aust be elevated nUove the 100-year flood mar!< <br />(108.�1 feet, City of Everett datuo). The City requests o <br />variance from this conditior. of its Shorelines Pernit for <br />the following reasons: <br />(1) The ostensible intent of floodproofing structures <br />withi❑ n floodplein is to prevent damage to the structures <br />nnd their contents i� the event of n flood. 1:oNever, t}ic <br />proposed met¢1 pole building would sustnin negligible dua�egc <br />ducing even o 100-yenr flood event, if the structure was <br />constructed a: the existing grode. The building's Nalls, <br />doors, and roof �+ould nll be mode of shcet octal, und the <br />structure iaould contnin neither utilities nor perounently <br />stored equipment. Accordingly, the pole building woald not <br />bc nppreciably damnged by floodwnter or flonLing objects. <br />(2) The proposed use of thc pole building is for <br />uvernight vchicular stornge and security only. At present, <br />tiie treatment plant vehicles are 3tored in the open, ut the <br />exiating grade. So, if the vehicles �-ere damnged in the <br />event of o flood, they hould bc dnmeged with or witliout tl�c <br />pole building. <br />(J) 'fhc constructicn n 75' by 39' plutl'oc•m 3.7 fccl <br />above the existing grade would require at least 400 cubic <br />vards of fill. The cost of the fill alone would be <br />upproximately S5,000; and ivhen this cost ig added to the <br />cost of the use of the dump truclt ❑nd backhoe, as caell os <br />operntor time, the overall cost of erecting the platform <br />iaould closely approximnte thc cost of the building ?tself <br />(;9,900). <br />(4) Finally, the filling operetions required to <br />conslruct the platform for tlie pole building would <br />significnntly alter the conditions under which the <br />Declarution of Nonsignificance was given, and would tt.u3 <br />require nnoCtter environment¢1 review of the oroject. <br />u. I'he treatment pinnt staff need the metal pole building in <br />order to properly store and secure their vehicles nt night. <br />To this end, the t�urpose of the pole building is likc that <br />of the borns locnted on fnrms adjncent to the treatnent <br />plant. And obviously, it is to the benefit of Evecett's <br />Public Works Department, and to nll of Everett's ciCizenry, <br />Lo protect public property to tlie greutest extent possiblc. <br />C, fhe metal pole building will enhance public welfare by <br />pru'ecting public property. Also, the other propertv in the <br />nr��o will not be injured in either a prnctical ur an <br />uc:+thetic ;ense by the co�struction of Che pcle building. <br />D.
