� <br />r�• <br />�ca�- �(1i� �l �� <br />�j�(�[�OdC� � <br />��.aR o � r�a � <br />BOe1RD OF ADJUSTMENT <br />FINDINGS� CONCLUSIONS AND ORDER ..............................................................� <br />VARIANCE N0. 6-87 CITY OF EVERETT <br />PuE:ic Works Dept. <br />Based upon the written request for a variance from the City's zoning code by: <br />City of 6verett Public Work.9 Department <br />3200 Cedar <br />Everett, WA 98?07 <br />hereinafter referred to as "Applicant," for a variance from E.M.C. <br />19•11.050(C) xhich requires that the first floor of structures located in <br />the flood fringe to be two feet above tne regulatory flood protection <br />elevation. <br />on the folloxing described property <br />NW 1/4 of the NE 1/4 of Section 21� Tormship 29r Range 5 East <br />Generally Located: South of 4ta Street S.E., northeast of the <br />headworks building at the sever lagoon <br />The Board of Adjustment, folloxing a public hearing on said application held <br />on March 2� 198�� and further having reviexed all testlmony� makes the <br />following Flndings, Conclusions and Order: <br />FINDINGS AND CONCf.USI0N5: <br />That there have been exceptional or extraordinary circumstances or <br />conditions applying to the subject property or as to the intended usr: <br />thereof that do not apply generally to other properties in the aame <br />vicinity or• zone. <br />Finding: The City of Everett recently reoeived a Shoreline <br />management Permit for the installation of a metai pole building at <br />the City's waste��ater treatment plant. Condition Nc. 1 of the permit <br />states that the floor of the pole building must be elAvated above the <br />100-year flood mark (108.4 feet� City of Everett da�um). 'fhe City <br />reyuests a variance from this condition of its Shorelines Permit for <br />the following reasons: <br />a) The ostensible intent of floodproofing structures aithin a <br />floodplain is to prevent danage to Lhe structures and their <br />contents in the event of a flood. However, the proposed matal <br />pole building would sustain negligible camage during even a <br />100-year flood event, iC the structure was constructed at the <br />existing grade. The building's walls, doors� and roof would <br />all oe made of sheet metal� and the structure Would contain <br />neit.her utilities nor permanently stored equipment. <br />Accordingly, the pole building r+ould not be appreciably damaged <br />by floodWater or floating objects. <br />b) Tne proposed use of the pole building is for overnight <br />vehicular storage and security only. At present, the treatment <br />plant vehicles are stored in the open, at the existing grade. <br />So, if the vehicles were damaged in the event of a flood, they <br />Would be damaged Nith or Without the pole buildin3. <br />c) The r,onsLruction of a 75 foot by 39 foot platform 3.7 feet <br />aUove the existing 6i�ade would require at least 400 cubic yards <br />of fill. The cost of the !'ill alone uould be approximately <br />$5�000� and when tni3 cost is added to the cost oY the use o; <br />the dump truck and backhoe, as well as operaLor time, the <br />overall cost of erecting the platform uould closely approximate <br />the cost of the building itself ($9,900). <br />
