That such variance is necessary for the ?reservatdon and enjoyment of <br />a substantial propert,y right of the appollant possessed by the oWners <br />of other properties iu the same vicinity cr zone. <br />Finding: 'fhe tt itment plant staff need the metal pole building in <br />� order to properly store and secure their vehicles at night. To this <br />end� the purpose of the pole bui�ding is Like that of the barns <br />located on Carms adjacent to the treatment plant and xhich do not meet <br />tiie tuo-Peat above regulatory flood protection eievati.on. And <br />obvio��s7.y, it is to the benefit of Everett's Publie 4iorks Department� <br />' and to all of Everett's citizenry, to proteet public property to the <br />greatest extent possible. <br />Concluaion: The variance is necessary for the preservation of a <br />property right as pcssessed by oWners of other property in tne zone. <br />3• That the authorization of such variance will not be materially <br />detrimental to the public uelfare or injurious to property in the <br />vicinity ar zone in xhich the property is located. <br />Findl�ig: The metal pole building Will enhance public welfare by <br />protecting publie property. Also� the other property in the acea uill <br />not be injured in either a practical or an aesthetic sense by the <br />construction of the pole building. <br />National Flood Insurance Regulations require that the first floo� of <br />structures be elevate3 to or above the base f'lood level or oe de=lgned <br />so that everything be wet-flood proofed so that anything that Wo�ld be <br />siBiificantly damaged by flooding would be above the 1G0 year fiood <br />elevation. (See Finding 1(a) for compliance with this requiremei�t.) <br />Conelusion: Granting the variance will not be detrimental to Che <br />public xelfare or in�urious to property in the vicinity cr zone. <br />I <br />' 4. That the granting of such variance uill not adversely affect the <br />Comprehensive Genaral Plan. <br />Finding: A Comprehensive Pla7 designation was not established for <br />this area when it Was annexed in 1982. The Snohomish County Shoreline <br />Master Plan is the controlling plan for tl�is area and desi�ates this <br />area as Rural Environment. L'�ider this plan� utilities are permitted <br />uses when r2gulated by a shoreline permit. <br />Conclusion: The granting of the variance will not adversely affect <br />the plan for this area. <br />NOW, THl,fiEFORE, the Board of Ad�ustment of the City of Everett does <br />hereby order that the variance from EMC 19•11.050(C) which requires that the <br />first floor of structures located in the ;looa fringe to be tuo feet above <br />the regulatory flood {irotection elevation BE GRANTED and further require tne <br />applicant *o meet the following condition: <br />1.
