This section is entitled "Jurisdiction - <br />Variances". The section states that a variance shall not be <br />grarited unless the Board finds facts and conditions listed as a, <br />b, c and d exist. These are : <br />a. That there arc exceptional or eatraordinary circumstances ' <br />or conditiais applying to the subject property or as to the <br />intended use thereof, that do not apply c�enerally to other <br />properties in the same vicinity or zonc. ` <br />b. That such variance i.s nece,sary for thr_ preservat.ion and <br />enjoyment of a substantial property right of the appellant <br />possessed by the owners of other properties in the same vicinity <br />or zone. <br />c.
