J1 <br />March 17, 1976 <br />The Reg��lar Meeting of the Evexett City Council was.called to order <br />at 1:15 P.M. in the Everett Civic Auditorium, March 17, 1976, with <br />Fresi3ent Gipsori presiding and all Councilmen in attendaace except <br />Councilmen Kinch and Aldcroft who were excused. <br />INTRODUCTZONS <br />President Gipson thanked the students of the governmental classes <br />of Everett High School for their invitation to hold the meeting <br />at the Civic Auditorium teday. He then introci�iced each Councilman <br />who in tur;i gave a brief description of his rc�sponsibilities in <br />connectio:i with the Council. <br />PROPOSED PROCEDURE CHANGE FOR REZONIt1G PROPERTY (Council Bill 763-82) <br />Reid Shockey oE the Planning Department told the Council the staf� �.as <br />reviewiny the Zoning Ordinance and had met with the Council Sub-Comr.�it- <br />tee regarding the proposed changes. Because of considera�le discussion <br />on one of the proposals, he felt it was �roper to bring it befor.e the <br />full Council for their review. <br />He said the change in mind iavolved the public hearing be£cre the City <br />Council. From the tirte the application for rezone is made until it <br />actually goes into effect, there is an 37-day span. Their proposal is <br />to have the regitlar public hearing at the Planning Corunission as is <br />required by la�a and after the decision made by the Planning Com�nission <br />wiiether it be favorable or unfavorable toward the rezone, a proposed <br />ordinance would be presented to the Council for �irst reading im-�edi- <br />ately. At final reading of the ordinance, a public hearing could be <br />held. This would save about two weeks in this time period. <br />After considerable discussion, a motion was made by Council�an Rucker <br />and seconded by Councilman Michelson to continue th�s matter un;:il <br />later in the afternoon at the City Hall. <br />Roll was called with all Councilmen voting yes except Councilmea <br />Aldcroft and Kinch who were excused. <br />Mation Carried <br />The r�eeting was theri opened for a question and answer neriod, and <br />several students askeri questions of the Council in connection with <br />street probiems, youth centers, school bond issues, P'�c. <br />The meeting then recessed co the Conference Room of the Everett <br />City Hall. <br />The Regular Meeting of the Everett City Council reconvened at 2:30 <br />P.F1. in the Conference Room of the Everett City Hall with President <br />�ipson presi3ing �nd aZ' Cour.cilr,:e.^. ia atter.dance e::ccpt Council:ner. <br />Aldcroft, Kinch and Ebert who were excused. <br />ZONING PROC�DURE CHANGE <br />Moved by Councilman Rucker, seconded by Councilman Michelson to approve <br />the proposed procedure change in t:�e zoning ordinance, d�spensing with <br />the public hearing by the City Council and establishing the thir3 re_�d- <br />ing of the ordinance as the pubiic hearing. <br />r- <br />
