WPSNINGTON <br />Our first involvement in this matter came about after we received <br />a memo �rom Fire N,arshal Cooper on May 17, 1973. It was his opinion <br />that the building was unsafe. The owner of the building (George <br />Unsworth) was contacted on May 23, 1973 and he refused entry for an <br />inspection. He stated that the occupant of the structure was moving <br />and that the building would be used for storage only. <br />On March 26, 1974, after we received a citizens complaint, Ken <br />Callahan made an exterior inspection of the building and mailed a <br />correction letter to the owner (Gerald Dlanley). 2�'ir. Manley did not <br />respond to this letter. <br />After receiving several other complaints, we issued a f7otic� of Un- <br />safe Building to hir. Manley on April 8, 1974. This notice was received <br />by t4r. Manl.ey on April 10, 1979. <br />Mr. :Nanl.ey telephoned on April I3, 1974, and indicated that he is going <br />to repair the building. He requested additional time to prepare his <br />plans. <br />A Building Officials Hearing was held on July 16, 1974. Mr. t4anley <br />did not respond. The Building 0£ficial ordered a reinspection of <br />the building which was accomplished on July 30, 1974. <br />A second Building Officials Hearing was held on September 17, 19?4. <br />Mr. Manely attended this hearinq and stated that he had financial <br />backing and was capable of upgrading the property as a clam processing <br />plant. Tlie IIuilding Official granted a delay until January 1, 1975. <br />Mr. Manley agreed to immediately secure the building and to remove <br />any and all dangerous conditions around the building. <br />An inspection of the property on October 29, 1974, revealed that Mr. <br />Manley had not attempted to secure the building. We contacted Mr. <br />Manley by telephone on October 30, 1979 and he indicated that he <br />would begin work to secure the buildiny wi*.hin one week. <br />A reinspection was made on Decemb.�r 2, 1979. At that time the upper <br />level wa.s open to the public and consideranle vandalism had taken <br />place. The tenant, Mr. Dolph moved out shortly after this inspection <br />and power was removed from the building by the PUD. <br />S4e posted the buil..3ing on December 18, 1974 to prevent further <br />occupancy and notified fdr. Manley, by letter, of our action. As Mr. <br />Manley did not respond to our letter we scheduled a City Council <br />Hearing on January 29, 1975. <br />F <br />r <br />
